Start by installing and activating the WP-File Manager plugin.
Go to File Manager, Configuration to configure the plugin.
You need to set the default home location, permissions for the plugin, and all extensions you want to work with.
The default extensions are normally good enough.

This plugin grants access to the root files of you site so be careful who is able to see this plugin.
