Start by installing and activating the Comment Form QuickTags plugin.
You can edit the plugin’s settings under Settings, Comment Form Quicktags.
The plugin adds quicktag buttons to your comment form depending on which HTML tags are allowed on your comment form.
You can create your own quicktags in the plugins’s settings page by adding a ID, Display name, Starting tag, ending tag, and a access key.
It will even allow you to choose what tags are available for specific roles or for every role.
