Creepy Joe could order anything he wants, but what if the military just completely refused? I recall back in the autumn of 1918, when Germany was clearly losing the Great War, that the top naval brass of Germany had some hare-brained scheme to send the German High Seas Fleet out to do its damnedest against the Royal Navy for the first time since 1916. It would have been a futile gesture but would have caused the needless deaths of thousands of sailors on each side. The top brass and the Kaiser Wilhelm apparently did not care. Guess who put a stop to it. It was the sailors on the ships.
