Can someone please explain to me how the U.S. becoming Carbon Neutral (As Unlikely As That Is) is supposed to somehow fix the other 85-90% of carbon emissions from places like gasp CHINA.

There are companies that can create clouds, move clouds, cause rain. Q: does any of that cause a disruption to the climate that would cause change?
Many people in the U.S., not sure about other countries, but in the U.S. people see 20 to 60 or more white lines in the sky, that spreads out to larger lines, and stays in the sky for over an hour or more, that eventually ends up as a light white haze in the sky that last even longer. I have seen lines in all directions from early morning until late in the evening before the sun goes dow, and then you don't see anymore at night on clear night sky, even though planes are still flying throughout the night. This went on 5 days in a row in this state, in a small section of the state. As you would drive into another county, I saw the same thing, lines everywhere in the sky. Q: does any of thos lingering of white lines of chemicals causing changes to the climate?
